How e-invoicing works

Every invoice goes through an ASP.

Your invoice travels as data, not as a PDF: from your system to your Accredited Service Provider, over the Peppol network to your customer's provider, and into their system. Both providers report the tax data to the FTA.

  1. 01

    Your ASP receives it

Your system sends the invoice data to your ASP, structured to the PINT AE data dictionary.

  2. 02

    Peppol carries it

Your ASP passes it to your customer's ASP over the Peppol network.

  3. 03

    Your customer gets it

Their ASP delivers it into your customer's own system.

  4. 04

The FTA gets the tax data

Both ASPs report the tax data to the FTA as the invoice moves.

Both sides need an ASP, including businesses that mostly receive invoices.

Who it applies to

Same rules. Different work in every sector.

Trading & distributionDistributors issue and receive invoices in volume, so a gap in customer data or a slow credit-note process repeats across every transaction once e-invoicing is live.
Construction & contractingContractors bill in stages and adjust as work is certified, and each of those invoices and corrections has to go out as structured data, on time.
Government suppliers (B2G)Business-to-government (B2G) invoices are in scope, and each supplier works to the dates of its own phase, not its government customer's.
Professional servicesAdvisory, legal, engineering and consulting firms bill mostly other businesses, so most of their fee notes are in scope.
Logistics & freightForwarders, carriers and warehouse operators issue many invoices of modest value, so a late batch reaches the monthly fine cap quickly.
Hospitality & retailSales to consumers are out of scope for now, but hotels, restaurants and retailers that also bill companies are in the system for those invoices.
Financial servicesOnly VAT-exempt or zero-rated financial services are excluded, so banks, insurers and finance companies have to sort each income stream before go-live.
Free zone companiesFree zone companies follow the same e-invoicing scope and phases as any UAE business: the rules look at the transaction and the revenue, not the licence.

FAQs

What finance teams ask first.

Your question not here? Ask our e-invoicing team: the first conversation is free.

Any person conducting business in the UAE, for every business transaction, unless the transaction is excluded (Ministerial Decision No. 243 of 2025, Art. 3). It is not limited to VAT-registered businesses. In practice it covers business-to-business (B2B) and business-to-government (B2G) invoicing, because business-to-consumer (B2C) transactions are out of scope until a ministerial decision says otherwise (Ministerial Decision No. 244 of 2025, Art. 5(2)).

It depends on revenue, meaning gross income for the most recent accounting period as shown in the financial statements. At AED 50 million or more, you appoint an Accredited Service Provider (ASP) by 30 October 2026 and go live on 1 January 2027. Below AED 50 million, you appoint one by 31 March 2027 and go live on 1 July 2027. Government entities appoint by 31 March 2027 and go live on 1 October 2027 (Ministerial Decision No. 244 of 2025, Art. 5, as amended by Ministerial Decision No. 66 of 2026).

Revenue means gross income for the most recent accounting period, as shown in the financial statements or in other evidence the Federal Tax Authority accepts (Ministerial Decision No. 244 of 2025, Art. 1). It is read from the financial statements, not from VAT returns or management accounts, and it is gross income, not profit. A business with revenue of exactly AED 50 million goes live on 1 January 2027, because the test is AED 50 million or more.

Not for now. Business-to-consumer (B2C) transactions are out of scope until a ministerial decision says otherwise, and a business that only sells to consumers is not subject to the system (Ministerial Decision No. 244 of 2025, Art. 5(2)). A business that also sells to businesses or government is in scope for those business-to-business (B2B) and business-to-government (B2G) transactions.

Both sides of the transaction. Under Ministerial Decision No. 243 of 2025, Arts. 5(1) and 6(7), the issuer and the recipient of an e-invoice must each appoint an Accredited Service Provider (ASP). A business that mostly buys from other businesses therefore needs one too, by the deadline for its own phase.

Cabinet Decision No. 106 of 2025 sets them. Failing to implement the system, including failing to appoint an Accredited Service Provider (ASP) on time, costs AED 5,000 for each month or part month. Each e-invoice or e-credit note not issued or transmitted on time costs AED 100, with separate caps of AED 5,000 a calendar month for e-invoices and for e-credit notes, and late notice to the Federal Tax Authority (FTA) of a system failure, or to your ASP of data changes, costs AED 1,000 for each day or part day. Voluntary adopters are not fined before their mandatory date.
